Just to make sure I understand what you are saying...
vCD cells as VM's - is that ok?
If that is the question then yes. Take a look at the vCAT guide (vcloud architecture toolkit)
The "normal" setup for vcloud is something like this. (You can do other things but with anything it is about balancing limitations and features)
Managment vCenter (mgmtVCenter)
Controls Managment cluster (mgntCluster)
On mgmtCluster runs, vShield Manager(s), vCell Server(s) [At least 1 per vcenter + 1], LoadBalancer (if appliance), VCenter servers that control the "resource" clusters - and managment cluster and resource should be seperated and on different vCenters, also normally chargeback and other managmebnt tools.
resourceCluster(s) - clusters that are used to back the provider VDC's in vCloud director.
