No specific reason, just keeping things up to date.
I logged into both of the vCOPS VMs and they are only running VMware Tools version 8.3.7.3827, which may have been released around early 2011. So I agree that it would not be a good idea to update the hardware version to 9 until they include the VMware Tools version 9.x in the PAK file.
